Road Transport Compliance Executive & OTD Manager Oman and UAE
Reports to: Facilities Manager Oman & UAE
Principal Accountabilities & Responsibilities:
- Ensure proper staffing through attraction, coaching and development of people, covering aspects like Diversity & Inclusion, Competences, Performance Management and Recognition & Reward
- Manage road transport contracts and ensure compliance towards contract requirements (incl. monitor haulier contractual KPIs on monthly basis, contract management plan, and annual contract reviews
- Contract Tender - Prepare strategy paper and conduct bidding, review submission and negotiate with haulier with support from Contracts & Procurements
- Custodian of Road Transport rate (Cost Model) and ensure alignment towards contract and business requirement
- Ensure that road transport (RT) spend (including unit cost) is managed as per the approved plan and that actions are identified to address issues related to RT cost
- Plan and/or execute road transport cost improvement/delivery optimization initiatives as per agreed targets
- Close engagement with departments to plan, prepare and manage fleet and scope changes as per business needs and overall enterprise requirements
- Conduct onsite controls of drivers (incl. Driver Trainers if relevant) / vehicles (incl. vehicle maintenance procedure) to ensure full compliance of all activities fulfilled by the hauliers and drivers with legal requirements and global Shell standards
- Conduct site risk assessments at retail customer sites and depots to ensure full compliance with all Shell requirements, drive issue solutions if necessary
- Manage road transport HSSE activities/programs (including RT HSSE Case, HSSE Programs for hauliers and drivers, etc) and ensure local road transport contracts are consistent with common global and local vehicle specifications and global HSSE standard
- Engage with hauliers and stimulate them to apply a culture of proactive HSSE management in their operations/amongst their drivers and other staff
- Promote HSSE Best Practice and other improvement initiatives and support their implementation
- Ensure investigation of incidents (including potential incidents with high severity ratings, analyses in TRIPODs and communicate all learnings from incidents in the own operations as well as from other parts of the world.
- Participate in incident investigation and follow up on implementation of agreed action plan
- Ensure that Contractors/Hauliers have in place an effective recruitment and training procedure for drivers and staff, that meets Shell requirements
- Represent Shell during drivers’ meetings and defensive driving trainings
- Monitor and Report operational Road Transport KPIs
- Carry out haulier audits and agree improvement programmes with them including setting and follow-up of targets
- Participate in incident investigation and follow up on implementation of improvement plans
- Represent and participate in industrial related HSSE workshops
- Manage the vehicle injection/re-fleeting program to balance risks (incl. technical) and costs. Carry out haulier rationalization program or equivalent including in alignment with Country Category Review recommendations
- Provide support to any company initiatives (e.g., Portfolio, Optimization projects, etc.) where there is RT involvement
- Manage the interface between the Order to Delivery (OTD) service centers and the business partners in the country in which they sit
- Give support to Marketing for issues at the interface of Distribution and Customer delivery sites
- Provides coaching to Compliance Coordinators
- Local SME focal point on Technical Matters of Road Transport matters (incl. vehicle and standards/specifications) for hauliers to refer to, and in close liaison with Group RT expertise Centre
- Provide and manage resources for the implementation of and effective use of GSAP, CROSS and other IT packages in support of the order fulfilment process
- Give input to performance improvement, best practice initiative projects, and manage their implementation
- Coordinate with various parts of the business (Marketing, Supply and Distribution) on the management of demand rationing and any supply issues
Key Challenges:
- Build solid relationships between Order to Delivery (OTD), Supply, and other departments to ensure alignment of overall strategy
- Managing the multiple interfaces with partners and customers; thinking in terms of “Enterprise first” and adopting ethical behaviours whilst supporting implementation across different types of businesses.
- Delivering OTD targets and performance for multiple countries (with differing cultures and ways of working) from an offshore location
Job Knowledge, Skills & Experience:
- Masters or equivalent degree in logistics, economics or business administration or equivalent experience
- 5-10 years working experience, partly in leading teams
- Excellent communication skills
- Very good analytical skills
- Fluent in English & Arabic
